The Dominican Republic implemented a next-generation national identity card system led by the Central Electoral Board (JCE), designed to strengthen security, digital trust, and public service modernization. The new ID card integrates advanced polycarbonate construction, high-security laser personalization, multi-layered Level 1–3 security features, and biometric deduplication processes to ensure robust identity integrity and fraud prevention.
Beyond physical security, the project introduces a comprehensive digital identity framework incorporating PKI-based digital signatures, enabling citizens to securely access government services and digitally sign official transactions. The system architecture supports interoperability across public institutions and future integration with mobile identity credentials.
Transforming National Identity: The Dominican Republic’s New Secure eID Ecosystem
This presentation will provide a technical overview of the card’s security design, personalization infrastructure, production controls, and governance model. It will also address operational challenges in large-scale ID replacement programs, including data migration, public communication, cybersecurity safeguards, and stakeholder coordination.
The Dominican experience offers valuable insights for Latin American countries pursuing secure, interoperable, and digitally enabled national ID ecosystems.
