The global excise control landscape is transforming. Revenue authorities are increasingly drawn towards fully digital approaches, including the use of non-secure 2D barcodes instead of high-security tax stamps, while at the same time facing soaring levels of illicit trade.

Against this backdrop, the International Tax Stamp Association (ITSA) plays an advisory, impartial role within the excise ecosystem. As a not-for-profit international trade body representing 29 leading providers of tax stamps, secure components, equipment, and traceability systems, ITSA advocates for resilient ‘phygital’ excise solutions that combine secure physical tax stamps with robust digital traceability, and that are independent from the industries they regulate.

In an environment of rapid technological change, ITSA’s objective is to establish itself as a leading global authority advising revenue agencies on effective, futureproof strategies for mobilising and protecting excise revenues while safeguarding legitimate trade.

This presentation introduces ITSA, its work, and the current landscape it operates in. But it is also a call to action to companies active in the excise tax stamp and traceability space that have not yet joined the ITSA movement.

To make its voice heard as a proponent of phygital, independent excise control solutions, ITSA needs to continually evolve and grow its membership.
